Landlord/let — Landlord & Let Property Flood Insurance

Landlord/let — Landlord & Let Property Flood Insurance

June 08, 2026

If you let property at flood risk, you have probably discovered the hard way that the safety net protecting ordinary homeowners doesn't extend to you. Flood Re — the scheme that keeps domestic flood cover affordable — excludes let property. For landlords and portfolio owners near water, that exclusion is the whole problem, and the specialist market is the answer.

The Flood Re exclusion landlords keep hitting

Flood Re is a reinsurance scheme that lets insurers offer affordable flood cover on owner-occupied homes. It was deliberately drawn narrow. It does not cover commercial property, it generally excludes buildings constructed after 1 January 2009, and — the point that catches landlords — it excludes let and tenanted residential property.

The reasoning is that let property is a commercial activity that should be served by the landlord and commercial markets. In a low-risk area that is fine. At a flood-exposed address it leaves landlords facing the full force of a hardening market with no scheme behind them.

What this means in practice

  • Standard landlord policies may exclude flood or apply an excess of tens of thousands of pounds.
  • A property at high flood risk can find itself with no flood cover at all on the open market.
  • Lenders often require flood cover, so a gap can make a property unmortgageable — and unsellable.
  • Mixed-use and multi-unit buildings add further complexity that standard rating handles badly.
The portfolio advantage. Insuring flood-risk lets one address at a time invites repeated declinatures. A specialist property owners' or portfolio policy can rate flood across the whole book, spreading the exposure and usually producing broader cover and a more stable premium than piecemeal cover. This is one of the clearest cases where a broker's market access changes the outcome.

How we place flood-risk let property

Your situationOur approach
Single let property in Zone 3Property-level underwriting and resilience evidence to keep flood in the cover. See Flood Zone 3 cover.
Portfolio of mixed addressesBook-wide rating that absorbs the high-risk properties rather than declining them.
Prior flood claim on a let unitSpecialist markets that weigh the cause and the repair, not just the loss record.
Unworkable flood excessNegotiated excess plus a parametric layer to cover the shortfall.

And because a flooded let property still has to be repaired while rent stops, we make sure loss of rent is properly covered for the time the building is uninhabitable — not an afterthought to the buildings sum insured.

Does Flood Re cover let or rental property?
No. Flood Re applies to owner-occupied homes only. Let and tenanted residential property is excluded, along with commercial property and most buildings built after 1 January 2009. Landlords at flood risk therefore need cover from the specialist landlord and commercial market rather than the scheme.
Can I get flood cover for a portfolio of properties?
Yes, and it is often the better route. A portfolio or property owners' policy can rate flood across the whole book, absorbing higher-risk addresses that would be declined individually. This usually delivers broader, more stable cover than insuring each property separately.
My lender requires flood cover but insurers won't offer it — what can I do?
This is a common reason landlords come to a specialist broker. Property-level underwriting, documented flood defences and, where needed, a parametric layer can restore flood cover that satisfies a lender, even on addresses the mainstream market has declined.

Where the information comes from

Our articles are compiled from a range of sources: regulators and public bodies such as the FCA, the Civil Aviation Authority, the Health and Safety Executive and Companies House; government publications and legislation; industry and trade bodies; insurer and market documentation; and published research and news reporting. Not everything stated originates from Miller & Partner. Where information comes from a third party we believe it to be accurate at the date of publication, but we haven't independently verified every external source and we don't warrant its accuracy or completeness. Figures, examples and case studies

Premium ranges, cost figures, limits and worked examples are illustrative only. They are not quotations, not offers of cover, and no cover is provided or implied on the basis of them. What you're actually charged depends on underwriting, and what you're actually covered for depends on the policy wording issued to you. Where an article includes a claim example, scenario or case study, it is illustrative unless we say otherwise — such examples are typically composites written to show how a policy section responds, and they don't describe an identifiable client, claim or settlement.
